It puts the subject into the RSS 2.0 "category" element. It also uses a "type" attribute in the "link" element to specify those links that are themselves RSS files. This allows for the most direct possible RSS auto-discovery. Womcat Bookmarks also maintains a database of downloaded RSS links that can be browsed by subject.
